I'm pretty sure he can't be added to the game for legal reasons. Same reason Endrick wasn't on FM23, he was too young for them to legally have him in the game.

15 year olds only get added with parental permission and I don't believe that's something SI go out looking for,

I remember a player getting added a while back after a player's dad gave the thumbs to to SI on Twitter.

Players have to have been 16 years old by August 1st in order to be added to the game, unless there are parental consent.

This is due to child protective laws, not just because SI want to or have decided it. Remember, these are kids.
