Loading your save file the options appear for me.
I'm guessing you have some custom add ons or skin interfering for you, can you try removing those or reloading your cache?
Hello, this is most likely occurring because you have a custom database. (We've not seen any instances of this in vanilla saves)
Do you have a slightly earlier save from before the drops we could take a look at?
We won't be able to remove the message but we don't think it's too much of an issue as it says the player is deemed ineligible for one, so it's not that misleading, but I can see why it would be a little confusing.
