Unfortunately, it's something the game does to "simulate reality". If you check at the start of the game, there is a high turnover of players in all the teams in the First and Second RFEF, partly because the financial issue is quite complicated in those leagues.

You can't unless the offer is non-negotiable by the other side. If it is, you'll have to print out the offer and you can't use the player in official matches, and you'll also have to print it out at the end of the season.
