The FM23 Youth Academy Challenge

been a frequent lurker here and read all of your story. now I'm tempted to join this challenge (although, in my plan, i will not buy FM23. so, maybe I'll do it in FM22.) but before start this challenge, I want ask something to make it clear to me. is it a must to play in lowest tier league available in the database? or can I play in the mid tier league? like, in Italy, can I play in serie B and not load serie c when serie c is available? thanks for the answer
