It means you don't have an academy, which means, no youth intakes, for now. I think its happens in all clubs that get promoted to J3 league. You'll have to ask the board for a youth Coaching to start producing players.

Yes, National 2 is a view only league in the vanilla version. For that one, you need to download a custom DB.

You will see in the season preview in the league a P (if your game is in english). In France you need to look to the National (3rd tier).

There is also a Faroe Island DB that looks pretty nice. The problem with playing a team from Liechtenstein is that the DB usually has the division they are playable and they never finish last in order to be legible. Only if that division isn't added at first and they get promoted. I don't know if that's against the rules @XaW ?
