Seems like it's intentional, I don't recall if it was similar in Russia. Basically, everyone else is doing it wrong.
I'm guessing there's a logic behind it, like something like there counting time take freekicks/goalkicks when they're on the spot but not out of play for example (i.e. something that can make it 9 minutes but not 30 minutes).
You could name about a dozen players more worthy of starting than Sterling based on current form. Sterling is in there on past merits and his bouncebackability. I've no issue with that personally, but let's not go overboard with naming random players as deserving of a start now

Back injury/pains iirc. He was awful though, especially compared to the goalkeeper before (an ancient Schmeichel) and after (David James). Genuinely could have gone down with him in net, he was Bravo levels of bad.

Both the "opinion of" and "show best role in position" drop options in the filter submenu of the squad planner page keep resetting to the default whenever you leave the screen. Additionally, you can't get the opinion of the dof which feels a strange omission given his role at the club (and the fact he can give player reports)
