Is it only for England, or all UK nations? To change the rules (this is based on FM23 btw) In the Menu go to Rules and click Add Nation Rules and click there. Choose England from Current Nations and select Add Lower Divisions and Cups to existing structure Again in the Menu go to Rules and click Convert to Advanced Rules In the left column you will have the advanced rules and England is the first in the list. Under England look up Transfers and click that one open. Under that you will find Work Permit Rules. You can change the rules there.. After that you have to save and in the menu under Rules (again yes) you have to click Test rules so all rules get verified.

No, but it would be strange if a function like is not in the beta. Building that in between beta release and official release in november is pretty much cause of extreme trouble.
